Counting the Poor

How many people are poor depends partly on how poverty is measured. The most common method draws a poverty line, an income level below which a family is considered unable to meet basic needs, and counts those who fall beneath it. The approach is simple and allows comparisons over time, but it has blind spots. A family just above the line may be one illness or one typhoon away from falling below it, yet it disappears from the poverty count. A single income figure also hides differences in what money can buy: the same amount stretches further in a rural town than in a city, and it says nothing about whether a family has access to clean water, schooling, or health care. For these reasons, some agencies supplement income measures with multidimensional indices that track deprivations directly: whether children are in school, whether the household has electricity and safe sanitation, whether anyone has gone hungry. Such indices can reveal people who are deprived despite modest incomes, and they point policymakers toward specific needs. Their drawback is complexity: combining many indicators into one figure requires judgments about how much each deprivation should count, and different weights can produce different totals. No single measure, therefore, tells the whole story.

According to the passage, one blind spot of the poverty line is that it

  1. leaves out vulnerable families just above the line
  2. counts too many wealthy families
  3. cannot be compared over time
  4. measures only access to schooling

Answer

A. leaves out vulnerable families just above the line

Solution

A family just above the line "disappears from the poverty count" even if one illness could push it below.
