The Paradox of Flood Control
For decades, the standard response to flooding in Philippine cities has been to build higher walls and wider drainage canals. The logic seems unassailable: if water overflows, give it more room to flow away. Yet engineers increasingly warn that this approach can backfire. Concrete channels move water downstream faster, which may simply transfer the flood to the next town. Embankments also create a false sense of security; residents and developers, believing the danger has passed, build closer to the river, so that when an unusually heavy storm finally overtops the wall, the damage is far greater than it would have been without it. This phenomenon, sometimes called the "levee effect," does not mean that structures are useless. Rather, it suggests that they must be paired with measures that work with water instead of against it: preserving wetlands that absorb rainfall, restoring mangroves along coasts, and keeping floodplains free of permanent housing. Such "soft" solutions are often cheaper to maintain, but they are harder to sell politically. A new seawall is a visible monument that a leader can inaugurate; a protected marsh looks, to many voters, like idle land. The challenge for planners, therefore, is as much about persuasion as it is about engineering.
According to the passage, why are "soft" solutions harder to promote?
- Their benefits are less visible to voters than a new structure.
- They are more expensive to maintain than concrete.
- Engineers generally oppose them.
- They take longer to build than seawalls.
Answer
A. Their benefits are less visible to voters than a new structure.
Solution
A seawall is "a visible monument"; a protected marsh looks like idle land. The passage says soft solutions are actually cheaper to maintain.
