Cutting Red Tape
For years, Filipinos complained about the long lines, repeated visits and unclear requirements involved in getting government permits and documents. To address these problems, Congress passed the Ease of Doing Business and Efficient Government Service Delivery Act of 2018, or Republic Act No. 11032. The law requires every government office to post a Citizen's Charter, which lists the requirements, steps, fees and processing time for each service. It also sets maximum processing times: three working days for simple transactions, seven working days for complex ones and twenty working days for highly technical applications. If an office fails to act within the prescribed period, certain applications may be deemed approved. The law also created the Anti-Red Tape Authority to monitor compliance and receive complaints. Officials who impose additional requirements or demand unofficial fees may face administrative and criminal penalties. Supporters say the law empowers citizens by making them aware of exactly what they are entitled to.
Why do supporters say the law "empowers citizens"?
- Citizens can now set government fees
- Citizens know exactly what services and timelines they are entitled to
- Citizens no longer need any documents
- Citizens can hire and fire officials directly
