Health Care for All

In 2019, the Philippines enacted the Universal Health Care Act, or Republic Act No. 11223. The law aims to give every Filipino access to quality and affordable health services without causing financial hardship. Under the law, all Filipinos are automatically included in the National Health Insurance Program administered by PhilHealth. They are classified as either direct contributors, who pay premiums, or indirect contributors, whose premiums are subsidized by the government. The law also seeks to strengthen primary care by encouraging every Filipino to register with a primary care provider who will serve as the first point of contact with the health system. In addition, it promotes the integration of local health systems so that provinces and cities can coordinate services more effectively. Implementation has faced challenges, including limited funds, a shortage of health workers and uneven facilities across regions. Still, advocates view the law as a major step toward ensuring that no Filipino is denied care because of poverty.
